The Delphi method is based on the assumption that group judgments are more valid than individual judgments. To practice the Delphi technique, everyone in the group writes their answers to same questions anonymously (around the project scope or project requirements or product needs).
The answers are then collected and shared with the entire group by the moderator which is followed by a discussion. The group may do another iteration and may continue to do even more until requirements are consolidated.
